Arthur E. Peabody Jr., District B, serves as associate counsel, Blue Cross Blue Shield Association. A retired career attorney at the U.S. Department of Justice and U.S. Attorney's Office for the Eastern District of Virginia, Mr. Peabody has 35 years of experience in education and health care law issues. He handled high-profile cases setting educational and health care standards, ending racial discrimination, barring placement in dead-end classes and requiring special education to meet the needs of students. He serves as a mediator for the United States District Court for the District of Columbia. In addition, he is a board member of Alexandria Senior Services and the Alexandria Bar Association and has served on the School Board Budget Advisory Committee. Previously, he served as chair of the Board of Directors of the Meeting House Preschool and taught and supervised his church school program for 10 years. Mr. Peabody received a bachelor of arts in political science from Northeastern University, a juris doctor from the Cornell Law School and is a master's degree candidate in health services administration at George Washington University's medical school. Mr. Peabody has been a resident of Alexandria for 34 years and is the father of two T.C. Williams High School graduates.
