Volunteer Advisor

Dr. James Stronge Dr. James Stronge of The College of William & Mary serves as an adjunct advisor to the committee. He is an internationally recognized expert in school personnel evaluation systems and a chief consultant to the Virginia Department of Education in its pay-for-performance pilot initiative. Dr. Stronge provides informal guidance and mentorship to the Project Director. We thank him for his service.

Volunteer External Partner

Through the auspices of the EAA, the NEA provides technical support to the committee. The chief liaison is Bill Raabe, NEA's Director of Collective Bargaining & Member Advocacy. We thank the EAA, Bill Raabe and members of the NEA national staff for their support and service in four broad areas:

  • Assisting in developing and implementing meeting agendas and work plans for the work group
  • Providing ongoing facilitation of the group's work
  • Providing technical expertise on topics specific to the work of the work group
  • Providing outside expertise and/or helping to find resources to provide the expertise

David Schlein is a Senior Policy Analyst for Labor Economics in the NEA Department of Collective Bargaining and Member Advocacy. His primary responsibility is working on the NEA Salary Campaign. He is also a lead analyst on alternative compensation issues.

Before joining NEA, David served as a National Vice President for the American Federation of Government Employees (AFGE) for the Washington Metropolitan area. He negotiated compensation and non-compensation agreements for both DC and Federal government workers.

Prior to his election at AFGE, David was a labor economist at the Bureau of Labor Statistics where he specialized in collective bargaining issues.

David has an undergraduate degree from Michigan State University and a Masters degree from the University of Colorado in economics. David, his wife Barbara and son Eric reside in Washington, D.C.
