The Individuals with Disabilities Education Act (IDEA) requires each state to submit a special education State Performance Plan (SPP) and Annual Performance Report (APR) to the U.S. Department of Education. One indicator in the Performance Plan requires states to report the percentage of parents with a child receiving special education services who report that schools facilitated parent involvement as a means of improving services and results for children with disabilities.
