  • ACPS values good governance, strong internal controls, and the effective management of public resources. ACPS employees are encouraged to report any concerns or suspicions of fraud, waste or abuse. The waste hotline and website represent ACPS’ commitment to fostering an ethical workplace for all employees and to protecting public resources. This guidance applies to all ACPS employees, including substitutes, part-time and temporary employees.

    What is Fraud, Waste or Abuse?

    Fraud is the commitment of an intentional action that is characterized either by deceit, concealment or violation of trust. Fraud is perpetrated by an individual to obtain money, property or services to which the individual committing the fraud would not be entitled to receive.

    Waste is the inefficient use of ACPS resources. Funds are wasted when they are used for unnecessary or extravagant expenditures.

    Abuse is the wrongful or improper use of resources that includes the deliberate use of one’s position to act in a manner that is contrary to its rightful or legally authorized intended purpose.

    Reporting Fraud, Waste and Abuse

    To report potential fraud, waste, or abuse of ACPS’ assets or resources, please do one of the following:

    Please provide specific information (who, what, where, when, why and how) so that we may investigate the matter thoroughly. All submissions will be confidential. The Chief Financial Officer respects requests for confidentiality and will not disclose any contact information unless there is a legal or professional obligation to do so. In some cases the information may be referred to more appropriate authorities such as law enforcement. Please be aware the malicious or untruthful allegations may result in disciplinary action.

    Issues That Should Be Reported

    • Stealing of money, property, inventory, or supplies
    • Significant waste of ACPS funds or property
    • Bribes, kickbacks, contract or procurement fraud
    • Payroll fraud (abuse of overtime, unrecorded leave, unearned pay)
    • Retaliation against a person making a fraud report
    • Conflicts of interest or abuse of authority
    • Falsification of official documents (timesheets, leave reports, expenses reports, etc.)
    • Creating fictitious employees/vendors
    • Falsifying invoices or transactions
    • Misuse of confidential information
    • Inappropriate vendor relations

    Issues That Should Not Be Reported

    • Day-to-day management issues
    • Issues normally handled by the grievance process
    • Employee benefits and compensation concerns
    • Equity or equal opportunity complaints
    • Issues that are not the responsibility of ACPS

    What Information should I provide when making a report?

    1. Your ACPS work location (school or department).
    2. Name(s) of the offender(s).
    3. Where did the incident occur?
    4. When did the incident occur?
    5. How you became aware of the violation.
    6. Did the incident occur more than once?
    7. Were you targeted in any way, and why?
    8. Was any management involved? If yes, who and how?
    9. Was anyone else involved? If yes, who and how?
    10. Did property damage occur?
    11. Was the incident reported to a supervisor? If yes, to whom and when?
    12. Did you report the incident outside of ACPS? If yes, to whom and when?
    13. Were there any witnesses? If yes, who?

    ACPS reserves the right to modify or amend these guidelines at any time as it may deem necessary.
