School Board Policy Update

As a result of recent changes to the Code of Virginia, at the Alexandria City School Board organizational meeting on July 10, 2025, the School Board updated 26 policies. Updates are limited-scope changes due to events such as code changes, position title changes and cross-reference updates. They are not considered full revisions. 

The following is a summary of the key changes, details are available on BoardDocs.

DJF - Purchasing Procedures

• Policy and Legal References updated to reflect amendments of Va. Code § 22.1-296.1 by HB1924 and the addition of Va. Code § 2.2-4311.3 by HB2150 and SB913.

EB - School Crisis, Emergency Management, and Medical Emergency Response Plan

• Policy and Legal References updated to reflect amendments of Va. Code § 22.1-279.8 by HB2051 and HB2640/SB1380 and the additions of Va. Code § 22.1-271.9 by HB1695/SB817, § 22.1-274.7 by HB1700, and §§ 22.1-206.01 and 22.1-274.4:1 by HB732/SB726 (2024).

EBB - Threat Assessment Teams

• Policy and Legal References updated to reflect amendments of Va. Code § 22.1-79.4 by HB2679.

EBBA - Emergency First Aid, CPR and AED Certified Personnel 

• Policy and Legal References updated to reflect amendments of Va. Code § 22.1-279.8 by HB2051 and HB2640/SB1380 and additions of Va. Code § 22.1-271.9 by HB1695/SB817 and §§ 22.1-206.01 and 22.1-274.4:1 by HB732/SB726 (2024).

EBBC - Opioid Antagonists (New)

• Policy created to reflect amendments of Va. Code § 54.1-3408 and additions of Va. Code §§ 22.1-206.01 and 22.1-274.4:1 by HB732/SB726 (2024).
• This policy includes language directing the superintendent to establish regulations related to opioid antagonists – safe storage and supply replacement, which is already included in existing ACPS regulations.

EBCB - Safety Drills

• Policy and Legal References updated to reflect the addition of Va. Code § 22.1-271.9 by HB1695/SB817 and § 22.1-274.7 by HB1700.

GBEB - Staff Weapons in School

• Policy updated to reflect Va. Code § 18.2-308.1.

GCB - Professional Staff Contracts

• Policy updated to remove duplication with Policy GCE (Substitute Teachers).

GCDA - Effect of Criminal Conviction or Founded Complaint of Child Abuse or Neglect

• Policy updated to reflect amendments of Va. Code § 22.1-296.1 by HB1924.

GCE - Substitute Teachers

• Policy and Legal References updated to reflect amendments of Va. Code § 22.1-302 by HB2201/SB1230.

GCG - Professional Staff Probationary Term and Continuing Contract

• Cross References updated.

GCL - Professional Staff Development

• Policy updated to reflect amendments of Va. Code § 22.1-298.8 by HB1936 and § 22.1-253.13:5 by SB1293 and HB1089/SB220 (2024).

GCPD - Professional Staff Discipline

• Policy and Legal References updated to reflect the addition of Va. Code § 22.1-274.4:1 by HB732/SB726 (2024).

• Policy updated to reflect Va. Code § 18.2-308.

JFCM - Student Use of Personal Mobile Devices

• Existing regulation IIBEA-R3 converted to a policy and updated to reflect amendments of Va. Code § 22.1-277 and addition of Va. Code § 22.79.3:1 by HB1961/SB738.

JHC - Student Health Services

• Policy and Legal References updated to reflect amendments of Va. Code §§ 22.1-272.2 and 22.1-272.3 by HB1945/SB1037.

JHCD - Administering Medications to Students

• Policy and Legal References updated to reflect amendments of Va. Code §§ 22.1-206.01 and 22.1- 274.4:1 by HB732/SB726 (2024).

JJAG - Student-Athlete Extreme Heat Safety and Protection (NEW)

• Policy created to reflect the addition of Va. Code § 22.1-271.9 by HB1663/SB1104.
• This policy requires the superintendent to establish specific procedures. These will be placed in the Alexandria City High School Athletics Handbook.
• Va. Code § 22.1-271.9 requires the School Board to review and update this policy in accordance with the guidelines biennially reviewed and updated by the Virginia Board of Education.

JO - Student Records

• Policy and Legal References updated to reflect amendments of Va. Code § 22.1-4.1 by HB2013 and the addition of Va. Code § 22.1-288.3 by HB2226.
• Records Custodians updated.

JRCA - School Service Providers’ Use of Student Personal Information

• Policy updated to reflect amendments of Va. Code § 22.1-289.01 by SB1486.

KBA - Requests for Public Records

• Policy updated to reflect amendments of Va. Code § 2.2-3704.2 by HB2152.

KGD - Notification of School-Connected Student Overdose (New)

• Policy created to reflect amendments of Va. Code § 22.1-272.1:1 by HB2774/SB1240.

KQ - Commercial, Promotional and Corporate Sponsorships and Partnerships

• Policy updated to reflect amendments of Va. Code § 22.1-296.1 by HB1924.

ACPS has over 400 policies and regulations which are systematically revised prior to being presented to the School Board for information. The revision process includes alignment with the associated Virginia School Boards Association (VSBA) model policy, alignment with the Code of Virginia, an equity review, a legal review, revisions by a team of staff members, a Senior Leadership Team review and a School Board Policy Committee review. Public input on proposed revisions is taken at School Board Policy Committee meetings and regular School Board meetings.
