Dr. Alicia Kingcade, Principal

Dr. Alicia Kingcade has been teaching and leading with ACPS since 2010. Most recently, she has served ACPS as the assistant principal of the Early Childhood Center since 2019 and was previously an assistant principal at John Adams from 2013-2019.  She served as the ACPS summer school coordinator from 2020-2021 and was able to ensure academic excellence and recovery for our students during the pandemic.  Prior to arriving at Alexandria City Public Schools, Dr. Kingcade was a special education teacher for six years at Christina School District in Newark, Delaware.

Dr. Kingcade is originally from Philadelphia but grew up in Newark, Delaware. She earned a bachelor’s degree in Elementary and Special Education from the University of Delaware, a master’s degree in Educational School Leadership from Wilmington University, and a Doctorate in Education Leadership from Seton Hall University. Dr. Kingcade completed her dissertation research on the influences of principals’ leadership behaviors on the implementation of professional learning communities which added to her extensive experience in developing and implementing professional learning communities at various schools and grade levels. Since education is her passion and she is a lifelong learner, Dr. Kingcade recently completed her Early Childhood Leadership certification from Harvard School of Education.

Currently, Dr. Kingcade has the great pleasure of joining the John Adams Elementary School family as their new principal.  Education is her passion and she has always been a life-long learner.  Her hobbies are traveling, spending time with her twin sister, Alison, and playing with her active dog, Cinnamon. Dr. Kingcade’s favorite foods are brussel sprouts and macaroni & cheese.  Her favorite children’s book is The Giving Tree.  She is very thrilled about the beginning of the 2021-2022 school year and looks forward to working with the students, parents, teachers, and the community from John Adams Elementary School!

Mark L. Luther, Assistant Principal (Grades K, 1, and 2)

Mr. Luther is beginning his sixth year as an assistant principal at John Adams Elementary School. Before joining the JAES administrative team, he served fifteen years in Fairfax County as an assistant principal at South County Secondary and Lee High Schools. Prior to his time in Fairfax County, Luther taught Social Studies at George Washington Middle School here in Alexandria from 2000 to 2005.

In the eleven years before coming to Northern Virginia, Mr. Luther taught abroad in Australia, Costa Rica and Argentina. He hopes to use his bilingual skills (English/Spanish) at John Adams Elementary to support students and families.

He is very excited about the beginning of the 2021-2022 school year and looks forward to working with the students, parents, and teachers from Grades K-2!

Rachel Otte, Assistant Principal (Grades 3, 4, and 5)

Rachel Otte has been a part of John Adams' administrative team since August 2017.  She began her time in ACPS as a teacher at Naomi L. Brooks Elementary, where she later transitioned into the role of Data Interventionist and School Testing Coordinator. She has a Bachelor's Degree in Elementary Education, a Master's Degree in Curriculum & Instruction, and a Master's Degree in Educational Leadership. 

Otte is a passionate educator with a strong commitment to individualized instruction and continuous professional growth. She understands the importance of student-based decision-making, developing positive school culture, and the benefit of involving stakeholders in various aspects of the school.

Originally from Florida, Otte enjoys reading, exercising, and exploring the outdoors in her free time.
